Join Transparency International US and Transparency International Defence & Security for the launch of Under the Radar: Corruption’s Role in Fuelling Arms Diversion.

As global tensions rise, so too does the risk of weapons falling into the wrong hands. In response, states are waking up to the reality that corruption is a key driver of arms diversion, undermining security, fuelling violence, and weakening military readiness.

Under the Radar sheds new light on this often-overlooked threat. Drawing on 400 cases of diversion across 70 countries, the report identifies common corruption schemes and uncovers how weak systems can be corrupted to divert weapons.

At this launch event, an expert panel, including one of the report’s authors, will explore the report’s major findings, other key insights, and offer actionable measures to strengthen arms transfer risk assessments and enhance institutional resilience against corruption.

 Panellists will also examine the importance of international cooperation to ensure arms trade practices align with the ATT’s objectives, fostering transparency and accountability while reducing the global threat of arms diversion.

    Colby Goodman is a Senior Consultant at Transparency International Defence and Security (TI-DS) and a member of the TI US team. He conducts research and provides advice on corruption risks within the international arms trade and other forms of defence sector corruption.

    Colby Goodman has fought to reduce corruption risks and prevent harm in US security assistance over the past 15 years by uncovering some of the deeper challenges and illuminating ways to address these challenges.
