Research & Policy Officer – TI-DS

  • Role reports to the Head of Industry Integrity, Defence and Security
  • Full-time (35 hours per week)
  • Salary dependant on experience

This role will form part of the Defence and Security Programme’s ‘Industry Integrity Team’ which is responsible for addressing corruption within the global arms trade, defence industry and military procurement. The Industry Integrity Team is seeking to address some of the most challenging corruption threats which plague the sector and conduct research into anti-corruption measures and emerging threats; conduct advocacy with the industry and governments, seek procurement and legal reform and work to achieve a more hostile environment for corrupt actors.


About the role

The Industry Integrity Team is looking for a Research and Policy Officer to project manage and undertake defence industry research. The role will include the delivery of a key project analysing and addressing defence industry influence on US foreign policy in the Middle East. The right individual will have significant autonomy over the direction and management of the study, drawing on a demonstrated track record of successful research delivery and an in depth understanding of US politics and policy making. The successful candidate will also collaborate and assist on other relevant projects across the programme including research for the Defence Companies Anti-Corruption Index, and contribute actively towards the establishment of TI-DS in the US.

Key duties

The role will require the candidate to develop research methodologies for defence industry projects and conduct this research. The ideal candidate will be able to diligently manage research projects including time and budget management. Writing to a high standard and being able to work with others in formulating policy recommendations will be essential.

The successful candidate will work to assist in the development of the methodology for a project examining the influence of the US defence industry on policy making, with a particular focus on the Middle East. The candidate will then carry out the research to completion, working with the wider team to develop policy recommendation and ensure effective advocacy. The candidate will also conduct research on other team projects, particularly the Defence Companies Anti-Corruption Index.

Other duties will include staying abreast of current and emerging events within the defence industry in terms of corporate compliance, relevant legislation and defence industry developments. Although there is initially no plan for the candidate to have line management responsibilities, they are likely to co-ordinate contracted or part-time researchers who may contribute to projects and quality assure their work.


Experience and knowledge


  • Demonstrated experience of complex research projects in a collaborative setting;
  • First rate research skills and familiarity with a range of social and qualitative research methodologies;
  • Excellent writing, editing and communications skills, particularly in making research accessible to diverse audiences;
  • Organisational and research management skills, including budget management, time management, and project delivery;
  • Excellent knowledge of the US policy/government landscape and policy making;
  • Masters or equivalent in a relevant field of the social sciences, such as international relations, political science, security studies, public administration or a related field;
  • No restrictions on right to work in the US.

Desirable (but not essential)

  • Knowledge of the defence and security sector and the defence industry in particular;
  • Knowledge of US foreign policy in the Middle East;
  • Experience of translating research findings into policy recommendations;
  • An understanding of (anti-)corruption, governance or related subject areas;
  • Track record of engaging with Government and / or civil society to implement policy recommendations;
  • Professional experience in relevant fields, including think tanks, NGOs, or academia. 

Person Specification:

  • An experienced researcher who will have worked on complex research projects and has either been responsible for the management and delivery of those projects, or has a demonstrated ability to do so;
  • A ‘self-starter’, able to quickly assimilate new information and to manage their own workload and tasks within strategic priorities and with minimum supervision;
  • A highly organised individual, able to effectively carry out project and budget management;
  • Able to work independently without requiring intrusive supervision;
  • Capable of demonstrating creativity in applying solutions;
  • A commitment to Transparency International’s core values: Transparency, Accountability, Integrity, Solidarity, Courage, Justice and Democracy;
  • Ability to work as part of a global team as well as independently.
