Head of Advocacy – Transparency International – Defence & Security (TI-DS)

INTRODUCTION

Corruption undermines government legitimacy, weakens the business climate, stalls economic and human development, and increases fragility and instability.  The defence and security sector is fertile ground for corruption as it often accounts for large portions of national budgets, is highly technical, and has only a relatively small number of providers bidding for large contracts.  It is therefore often deeply political and relies on data that is rarely open for public scrutiny and oversight.

Transparency International’s global Defence and Security  (TI DS) vision is of a world with open governments served by transparent defence institutions that are accountable to ordinary people and whose primary purpose is the protection of all citizens.  The defence industry supporting these institutions should provide capability based on clear national defence strategies in a fair and open market.  They should be held to account through effective and independent oversight mechanisms rooted in functioning civil societies and efficient government procurement.  We believe that peace and stability will only be secured when people are able to realise their ambitions under accountable institutions, and when citizens’ interests drive national policies and the decisions of their leaders.  Our two flagship indices – the Government Defence Anti-Corruption Index and Defence Companies Index are respected around the world as key indicators for corruption in both military institutions as well as industry.

Following a restructuring exercise, we are now recruiting key positions to bolster a new and expanded management team to help develop TI-DS’s work and increase its impact.  The Head of Advocacy is one of three new senior management roles and presents an exciting opportunity for an ambitious candidate to help influence, expand and accelerate Transparency International’s renowned global Defence and Security initiative

 

ROLE PROFILE AND PURPOSE

The Head of Advocacy leads the design and delivery of TI-DS’s evidence based global advocacy strategy to reduce corruption in the defence and security sectors internationally.  S/he will manage a small team working with and influencing governments, the military, industry, civil society and other stakeholders (such as the UN) to achieve real lasting impact and genuine change.

In particular the Head of Advocacy will ensure that TI-DS leverages maximum impact from its two flagship research projects – the Government Defence Anti-Corruption Index  and Defence Companies Index .   We are therefore looking for an experienced and ambitious advocacy specialist to lead us in these areas of work and as part of a newly reinforced  management team, to play a significant role in achieving impact through the delivery of the overall TI-DS strategy

KEY DUTIES AND PERSON SPECIFICATION

The ideal candidate will take responsibility for all aspects of advocacy and, in collaboration with TI-UK’s Comms & Media team, communications for TI-DS, maintaining oversight of all messages to ensure relevance and consistency across both internal and external platforms. S/he will lead a team in their day to day work and, as TI-DS has established a matrix structure, will also offer expertise, leadership and guidance to the entire team to help deliver the initiative’s overall advocacy goals.

A significant part of this role is to establish the advocacy strategy for TI-DS.  Working with the TI-DS Director and the other members of the management team, the Head of Advocacy, through the implementation of this strategy, will seek to influence key stakeholders (governments, the military, industry and civil society), globally to increase transparency and reduce corruption in the defence and security sector.

The role will involve working with a range external stakeholders including the UN, EU, ECOWAS, UK Defence, NATO, INGOs and the wider media.  As such, the successful candidate will demonstrate the right blend of expertise and experience to lead TI-DS in this area of work.  S/he will have successfully led an advocacy team in the past and know how to plan and deliver work with a diverse team of contributors.  They should have an understanding and knowledge of the sector in which TI-DS operates or have experience working in fragile states.

 

CANDIDATE REQUIREMENTS

Essential

  • Educated to at least degree level in a relevant field
  • Demonstrated previous experience in a strategic advocacy leadership role
  • Strong experience of being in a leadership role in a diverse and international work environment
  • Experience of broader programme management budgeting, and project planning and management
  • Excellent interpersonal skills and a proven capacity to influence external stakeholders
  • Previous knowledge or experience in at least 1 of the following areas; anti-corruption, governance, defence and security
  • Complete fluency in English and exceptional communications skills
  • High levels of energy and drive and the ability to lead with enthusiasm
  • Able to take initiative and deal with complexity
  • A commitment to Transparency International’s core values: Transparency, Accountability, Integrity, Solidarity, Courage, Justice and Democracy

Desirable

  • Professional communications skills including managing both on and offline communications
  • Work experience in fragile and conflict affected states and/or with civil society organisations
  • Willingness and ability to travel overseas (including in medium security risk countries)
  • Have led a team within a matrix management structure
  • French, Spanish or Arabic language skills
  • Experience of fundraising or writing fundraising proposals
