Senior Researcher – Government Defence Anti-Corruption Index

Transparency International – Defence and Security

  • Role reports to the Programme Manager – Responsible Defence Governance
  • Salary: £30,000-£38,000 per annum
  • Permanent, full time
  • 25 days holiday (in addition to public holidays)
  • London EC4R 1QS

The failure of many countries to provide security and justice for their people, or to forge stable and predictable relationships with their neighbours, is a root cause of some of the world’s most significant security challenges. TI Defence and Security (TI-DS) is working towards a world in which governments, the armed forces, and arms transfers are transparent, accountable, and free from corruption. We seek reforms toward open governments served by transparent defence institutions that are accountable to ordinary people and whose primary purpose is the protection of all citizens.

TI-DS works across three themes: with developed and emerging powers to improve governance of military power; on conflict and insecurity – to ensure policy makers recognise the threat corruption poses to peace and to reduce defence corruption in a fragile and conflict affected states; and tackling corruption in the global arms trade.

We are looking for a permanent Senior Researcher to be the research and technical lead for the production and delivery of the Government Defence Anti-Corruption Index (GI).

The GI is the first global analysis of corruption risks in defence establishments. Its two iterations published in 2013 and in 2015 generated a high degree of press and media attention, and have been used by governments to improve their anti-corruption practices in defence institutions.

The Senior Researcher will manage a small team to ensure high quality research standards are maintained and will manage contributions from over 200 assessors, peer reviewers, government reviewers, and institutional partners. The ideal candidate will be able to draw on previous experience with complex research projects, ideally with (governance) indices.

This is an exciting opportunity to make a real impact. You will work as part of a dedicated international team that is committed to fighting corruption within the defence and security sector and the arms trade. You will blend an international perspective and strong strategic thinking with solid research management experience. You’ll be keen to work closely with a great team managing a complex multi-year project.

We are looking for someone who is motivated, organised and able to work independently. The successful candidate will ideally have a good understanding of defence, security and governance challenges.

The successful candidate is expected to take the technical lead in TI-DS’ flagship project, and a complex research project. They will be comfortable interacting at senior level with expert researchers, and of engaging support from our network of consultants and senior advisers. More precisely, they will:

1. Lead on issues of methodology, including acting as the guardian for ensuring high quality and rigorous standards of research are maintained;

2. Ensure effective communication with researchers and peer reviewers around the quality of the research, timelines and deliverables;

3. Ensure country findings are translated into policy recommendations.

  • Significant experience of working on complex research projects, ideally indices, with contributors from across different regions and cultures;
  • Relevant expertise, perhaps working in the development sector, defence, or on broader issues of governance;
  • Excellent command of verbal and written English;
  • Graduate degree level qualification.

Desirable (but not essential)

  • An understanding of (anti-)corruption;
  • Knowledge of the defence and security sector.
  • Additional languages an asset, especially French, Arabic, Russian or Spanish;

Person Specification:

  • A ‘self-starter’, able to quickly assimilate new information and to manage their own workload and tasks within strategic priorities and with minimum supervision;
  • A strategic thinker able to work on complex projects with a view to the big picture;
  • A highly organised individual;
  • A commitment to Transparency International’s core values: Transparency, Accountability, Integrity, Solidarity, Courage, Justice and Democracy;
  • No restrictions on right to work in the UK and willing to undertake travel.

  • The deadline for applications is 2 December 2018. Applicants should send the following two items, preferably in pdf format:
    • Cover letter explaining how you meet the requirements of the role and why you are applying (1 page max);
    • CV (2 pages max), with details of relevant experience;

Applications should be sent by e-mail to jobs@transparency.org.uk
