Research Project Manager – Government Defence Index on Anticorruption (GI)

The failure of many countries to provide security and justice for their people, or to forge stable and predictable relationships with their neighbours, is a root cause of some of the world’s most significant security challenges. TI Defence and Security (TI-DS) is working towards a world in which governments, the armed forces, and arms transfers are transparent, accountable, and free from corruption. We seek reforms toward open governments served by transparent defence institutions that are accountable to ordinary people and whose primary purpose is the protection of all citizens.

TI-DS works across three themes: with developed and emerging powers to improve governance of military power; on conflict and insecurity – to ensure policy makers recognise the threat corruption poses to peace and to reduce defence corruption in a fragile and conflict affected states; and tackling corruption in the global arms trade.



We are looking for a Research Project Manager to manage the production and delivery of the Government Defence Index on Anticorruption (GI).

The GI is the first global analysis of corruption risks in defence establishments. Its two iterations published in 2013 and in 2015 generated a high degree of press and media attention, and have been used by governments to improve their anti-corruption practices in defence institutions.

The Research Project Manager will manage a small team to ensure high quality research standards are maintained and will manage contributions from over 200 assessors, peer reviewers, government reviewers, and institutional partners. The ideal candidate will be able to draw on previous experience with complex research projects, ideally with (governance) indices.

This is an exciting opportunity to make a real impact. You will work as part of a dedicated international team that is committed to fighting corruption within the defence and security sector and the arms trade. You will blend an international perspective and strong strategic thinking with solid research management experience. You’ll be keen to work closely with a great team managing a complex multi-year project. We are looking for someone who is motivated, organised and able to work independently. The successful candidate will ideally have a good understanding of defence, security and/or governance challenges.



The successful candidate is expected to manage the data collection for 90+ country assessments in TI-DS’ flagship project, guiding the research process from recruitment of consultants and quality control of data, to online publication. They will be comfortable interacting at senior level with expert researchers, and of engaging support from our network of consultants and senior advisers. They will be expected to perform and oversee detailed quality review and fact-checking of assessment content and sources and to prepare data and supporting information for online publication. They will also oversee the development of GI materials development for M&E or TI DS communications.

The successful candidate is expected to manage the research process of TI-DS’ flagship project. They will be comfortable interacting at senior level with expert researchers, and of engaging support from our network of consultants and senior advisers. More precisely, they will be expected to perform the following job duties:

1. Operational support

  • Monitor research progress and oversee recruitment of researchers.
  • Report country progress in regular updates, including areas of weakness and missed targets.
  • Liaise with other DSP staff to provide appropriate support to regional GI workshops.
  • Train project officers and interns as needed, and provide oversight of their performance and outputs.

2. Research

  • In daily operations, actively ensure that high quality and rigorous standards of research are maintained within country assessments and across the dataset.
  • Monitor weaknesses in operationalization of methodology and raise issues with programme manager for solution identification.
  • Oversee detailed quality review and fact-checking of assessment content and sources.
  • Track research timelines for individual countries and regions, and propose adjustments as necessary.
  • Finalize country assessments through a reconciliation of inputs and multiple coders, in collaboration with programme manager.
  • Manage review process for governments and chapters in collaboration with DSP advocacy staff.

3. Communications

  • Communicate with country assessors and peer reviewers around the quality of research, timelines, and deliverables.
  • Oversee GI materials development for M&E or TI DS communications.
  • Oversee online publication of data and contribute to analytical work.
  • Provide support to advocacy work as needed, including translating country findings into policy recommendations, and acting as point of contact for chapters.




  • Graduate degree level qualification.
  • Experience working on complex research projects, with increasing responsibility for management aspects of any of the following: budget, personnel, methodology, and/or research process.
  • Substantial research management capability, with demonstrated qualitative research skills and knowledge of quantitative approaches.
  • Relevant expertise in defence and security, or governance and anti-corruption, or both;
  • Excellent command of verbal and written English.

Desirable (but not essential)

  • Previous experience with governance indices.
  • Knowledge of the defence and security sector.
  • Additional languages an asset, especially French, Arabic, Russian or Spanish;

  • A ‘self-starter’, able to quickly assimilate new information and to manage their own workload and tasks within strategic priorities and with minimum supervision;
  • A strategic thinker able to work on complex projects with a view to the big picture;
  • A highly organised individual;
