The failure of many countries to provide security and justice for their people, or to forge stable and predictable relationships with their neighbours, is a root cause of some of the world’s most significant security challenges. TI Defence and Security (TI-DS) is working towards a world in which governments, the armed forces, and arms transfers are transparent, accountable, and free from corruption. We seek reforms toward open governments served by transparent defence institutions that are accountable to ordinary people and whose primary purpose is the protection of all citizens.

TI-DS works across three themes: with developed and emerging powers to create global standards for the governance of military power; on conflict and insecurity – to ensure policy makers recognise the threat corruption poses to peace and to reduce defence corruption in a fragile and conflict affected states; and tackling corruption in the global arms trade.


Role Profile

We are looking for a permanent Programme Manager to lead TI-DS’ team focusing on responsible governance in the defence and security sector, with a primary focus on delivering the third iteration of TI-DS’ flagship product, the Government Defence Anti-Corruption Index (GI).

The GI is the first global analysis of corruption risks in defence establishments. Its two iterations published in 2013 and in 2015 generated a high degree of press and media attention, and have been used by governments to improve their anti-corruption practices in defence institutions.

The Programme Manager – Responsible Defence Governance will be supervising the team delivering the GI and lead on the global advocacy building on the index, including global messaging and strategic communications. The ideal candidate will be able to draw on previous experience managing complex research projects and will build on TI-DS’s knowledge of anti-corruption programming to deliver high impact advocacy around the world.

This is an exciting opportunity to make a real impact. You will work as part of a dedicated international team that is committed to fighting corruption within the defence and security sector and the arms trade. You will blend an international perspective and strong strategic thinking with solid research management and advocacy experience. You’ll be keen to work closely with a great team managing a complex multi-year project. As part of the management team, you will also ensure effective running of TI-DS, including fundraising, reporting, finance and strategic management.

We are looking for someone who is motivated, organised and able to work independently, with an interest in building the capability of staff across the team. The successful candidate will ideally have a good understanding of governance challenges.


Key Duties

The successful candidate is expected to have responsibility managing complex research projects, ideally indices, and to be able to translate research findings into compelling advocacy messages. They will be comfortable interacting at senior level within defence and government, and of engaging support from our network of consultants and senior advisers.


Experience and Knowledge

  • Research management capability as well as experience of managing diverse teams and relationship with external partners and organisations;
  • Significant experience of increasing responsibility including budget management and donor management;
  • Skilled at networking and advocacy;
  • Relevant expertise, perhaps working in the development sector, defence, on broader issues of governance, or in supporting nascent civil society organisations;
  • Excellent command of verbal and written English.
  • Undergraduate degree level qualification.


Desirable (but not essential)

  • Direct experience of global advocacy is a significant advantage;
  • An understanding of (anti-)corruption;
  • Additional languages an asset, especially French and/or Spanish;
  • Knowledge of the defence and security sector.


Person Specification:

  • A ‘self-starter’, able to quickly assimilate new information and to manage their own workload and tasks within strategic priorities and with minimum supervision;
  • A strategic thinker able to manage complex projects with a view to the big picture;
  • A highly organised individual, able to effectively carry out project and budget management;
  • A commitment to Transparency International’s core values: Transparency, Accountability, Integrity, Solidarity, Courage, Justice and Democracy;
  • No restrictions on right to work in the UK and willing to undertake travel.
