About us 

Transparency International is a global movement sharing one vision: a world in which government politics, business and the daily lives of people are free of corruption. Transparency International UK is the UK national chapter of this movement. We work with the British government, parliamentarians, civil society and the private sector to tackle corruption at home, addressing the UK’s global corruption footprint and helping multinational companies prevent corruption by operating with integrity. We are also home to two major global programmes tackling corruption in the Defence and Security sector and the Global Health sector on behalf of the wider Transparency International movement. 

Programme description 

TI-UK refreshed their strategies for 2024 onwards and we have in place three-year strategic plans for the Defence and Security and Global Health Programmes.  

About the role 

The Director of International Engagement is part of the Senior Leadership Team and reports to the Chief Executive. The Director ensures that our various international programmes operate with efficiency and effectiveness to drive impact, provide discernible value to the rest of the movement and are well coordinated with the policy priorities of the Secretariat.  
 
The post-holder plays a central role in securing ongoing funding for the programmes, including building and managing funder relationships as well as seeking opportunities and partnerships in the delivery of the broad portfolio of work.  
 
As a member of the SLT, they share senior leadership responsibility for strategic decision making that ensures the overall organisational health of TI-UK. As a key figure in our relationships with the wider movement, they engage with colleagues in the secretariat and a range of key partner chapters on a frequent basis. 
 
This role is currently providing interim cover for the Defence and Security Director with the aim to recruit for this during end of 2024/early 2025 (subject to available funding). 
 
Over all Team: 11 Defence & Security, 2 Global Health, 2 Shared roles, 6 Direct reports 

Key Duties (during period of maternity cover) 

Lead and Grow the Global Programmes of TI-UK (30%)    

  • Provide senior oversight of the Defence and Security and Global Health international programmes, ensuring planned activities and initiatives are consistent with overall strategy and the expressed mandate for thematic programmes from the TI Secretariat.  
  • Lead on ensuring overall quality of TI-UK’s international impact; in particular through adherence to the highest standards of research, impartial advocacy, results and outcome driven activities, guiding principles in our strategy, effective annual planning and budgetary oversight. 
  • Take the lead on managed growth of programmes; ensuring global programmes are sustainable, benefit as many other TI chapters as possible and that opportunities for regional approaches are maximised. 
  • Donor development and stewardship, frequently engaging with senior donor representatives (Government, Foundations and Private Sector) in the UK and in the operating countries of global programmes; take personal responsibility for meeting multi-year funding targets. 
  • Responsible for developing impactful relationships with various TI chapters and other civil society partners engaged through global work. 
  • Engage in the advocacy agenda of each programme, playing a key role with the most senior stakeholders and agents of change.  
  • Provide updates to the TI-UK Board and develop agenda items for the Global Thematic Network Committee on governance matters, strategic performance/impact and resource mobilisation on the global programmes.  populate fundraising reports and make progress towards baseline and stretch targets Ensure effective tracking of project progress and meaningful pursuit of outcomes and evidence of impact. Direct line management of programme Heads/Directors/Project Managers for each technical area; general oversight to ensure sufficient anti-corruption and sector expertise within teams. 
  • Undertake frequent oversight, outreach and as required any supervisory visits to programme countries of operation and where conditions allow. 

 Interim Director of Defence & Security programme (50%) 

  • Track progress of strategic goals objectives and priorities for the programme, ensuring networks and opportunities to raise the profile of the programme are pursued. 
  • Operational oversight over project management and delivery to ensure projects and workstreams are effectively planned and executed, within agreed budgets and timeframes and meeting donor requirements. 
  • Guide the formulation of the policy positions and oversee high quality advocacy. Ensure that research outputs are of the highest quality and maintain a reputation for objectivity and independence. 
  • Manage the team and identify staffing needs  to enable the programme to meet its goals, including the effective performance of employees. 
  • Keep abreast of fundraising opportunities and actively seek these out working with Strategy Fundraising Taskforce and lead on/manage the development of proposal as required  

Engage the TI Movement (10%) 

  • Lead programmatic and policy coordination with the TI Secretariat, ensuring that global programmes have effective means of joint planning, delivery and advocacy with other global priorities of the secretariat. 
  • Cultivate and maintain strong working relationships with a wide range of other TI Chapters engaged in thematic and bilateral projects. 
  • When required, work with fundraising colleagues in the Secretariat to build sector specialist programming into relevant proposals to donors and to provide increased strategic value to the movement. 
  • Support the TI Secretariat with sector specific knowledge development and learning across the movement;  

Member of the Senior Leadership Team for TI-UK (10%) 

  • Active member of the Senior Leadership Team; contributing equally with others to the day-to-day executive leadership and decision making for the organisation as whole, whilst helping to drive positive values, tone and practices across the board. 
  • Take on ad-hoc engagement opportunities, such as lead on global summit or multilateral institutional affairs where relevant to TI-UK led programme work.  
  • Deputise for the Chief Executive on specific initiatives where appropriate and aligned with agreed delegations of authority. 

About you 

To be successful in the role you will have/will be: 

Essential 

  • Substantial senior operational programme delivery experience. Experience gained in the civic space, development and/or emergency relief projects ideally in multiple countries and continents 
  • The skills and expertise to generate the resources (money, people, partnerships) necessary to deliver the strategic ambition across both global programmes.  
  • An outstanding leadership track record in international programming; demonstrable experience managing large and complex teams of professionals through a matrix or federated structure with the ability to engage with colleagues from a wide mix of cultures in pursuit of common goals 
  • Evidence of engaging with technical experts from a range of fields including governance and accountability, global development, public health, conflict & insecurity, defence sectors and/or education. 
  • An outstanding track-record in fundraising/ income generation with a proven ability to grow and develop programmes to greater financial resilience 
  • A track record of building valuable personal relationships with governments, donors and other stakeholders 
  • A proven track record of building alliances and consortia with a wide range of actors 
  • Excellent communications skills; a compelling writer, speaker and confident media performer 

Desirable 

  • Relevant experience and knowledge of the Anti-Corruption world. 
  • Experience with multilateral agency engagement and the processes of developing global norms and standards.
