Advocacy Manager – Defence and Security


  • Role reports to the Deputy Director or Director
  • Salary dependent on experience
  • Permanent, full time (40 hours per week)
  • 20 days holiday (in addition to public holidays)

The failure of many countries to provide security and justice for their people, or to forge stable and predictable relationships with their neighbors, is a root cause of some of some of the world’s most significant security challenges. Transparency International Defence & Security (TI-DS) is working towards a world in which governments, the armed forces, and arms transfers are transparent, accountable, and free from corruption. We seek reforms toward open governments served by transparent defence institutions that are accountable to ordinary people and whose primary purpose is the protection of all citizens.

TI-DS works across three themes: with developed and emerging powers to create global standards for the governance of military power; on conflict and insecurity – to ensure policy makers recognise the threat corruption poses to peace and to reduce defence corruption in a fragile and conflict affected states; and tackling corruption in the global arms trade.



We are looking for a permanent Advocacy Manager. TI-DS has ambitions to make a step change in our international impact. This role is an exciting opportunity to drive this effort. The role will work across the three DSP teams, ensuring that programme managers maximise opportunities to communicate our message, and that we are building instrumental networks and collaborations with leading international organisations. There will be a particular focus on the US. This Washington-based advocate will be responsible for ensuring TI-DS’s work is effectively communicated to leading policy-makers in the US, look for new collaborations on behalf of DS programme staff, and will also spot future opportunities to broaden our funding base. We are looking for someone who able to work independently, but also coherently within a networked team structure.



The successful applicant will spend a significant proportion of their time improving the strategic communications of TI-DS. Working closely with the Director, the successful applicant will be expected to shape an ambitious, but practical, strategy for enhancing DSP’s international impact, and to take responsibility for ensuring its effective delivery. The remaining part of the role will be US facing, developing and leveraging relationships with think tanks, research organisations, the media, government representatives and industry, as part of wider projects and work streams. Particularly important will be establishing TI-DS as a pre-eminent centre of excellence on the link between corruption and insecurity. Another major aspect of the role will be driving TI-DS’s fundraising activity in the US – developing new leads and serving as the point of contact for the programme.



  • Great communications skills – an ability to write with flair, and demonstrated experience of integrating strategic communications thinking into project work;
  • Advocacy experience – particularly in engaging with a foreign policy community;
  • Good knowledge of the US policy/government landscape;
  • Demonstrated ability to work as part of a team, including across cultures and a federated organisation of over 100 TI National Chapters;
  • Skilled at networking and building strong working relationships with individuals and organisations outside of TI;
  • 3 years of relevant work experience;
  • Excellent time management skills and attention to detail;
  • Some experience in fundraising;
  • An entrepreneurial spirit – this will be the first TI-DS member of staff based in Washington, so an ambition and ability to turn this opportunity into impact is essential;
  • Degree level qualification.


  • A good understanding of (anti-)corruption and governance issues, as well as the defence and security sector would be a strong advantage;
  • Proficiency in social media, analytics, mass mailing systems;
  • Knowledge of the US foundations landscape.

  •  A ‘self-starter’, able to quickly assimilate new information and to manage their own workload and tasks within strategic priorities and with minimum supervision;
  • Capable of demonstrating creativity in applying solutions;
  • Able to manage competing priorities and to contribute effectively and sustainably to multiple work streams simultaneously;
  • A commitment to Transparency International’s core values: Transparency, Accountability, Integrity, Solidarity, Courage, Justice and Democracy;
  • No restrictions on the right to work in the US.
